Why don't you find out? If a girl looks at you, and smiles at you, then yes, she is definitely interested in at least talking to you, so smile back, grab your balls, and go talk to her. You could say something like "Hey, you caught my eye and you made me smile. I have to run soon, but do you study here..... yadayadayada"

When you introduce yourself, it's important to first, give a false time-constraint because the girls knows that she can get out of the conversation at any time. Also, take a step back, give her space, but try to keep the conversation rolling. You should try to keep things as pretty chill at first to gauge interest, and maintain a relaxed atmosphere so the girl doesn't get freaked out that she's speaking to a random stranger she just met.

No it's not. It means they hate you. That's what people mean when they smile.
