Create a sense of relaxed urgency and be direct. I would say most situations do the following (ex: Grocery Store, Target Shopping..etc.)

You think she is cute.
You are busy.
You would like to meet sometime.
Get number.
Leave.

If it's a place people hang out, chat and waste time - you can just do as you would do anywhere else.

Why do you think this is? What's your hang-up with it?

Observational skills have a lot of utility. Lots of variety because every situation is different, so I don't get bored. It feels more natural to me than using the same line on multiple girls. Build these skills, and you'll have plenty of things that come to mind to talk about or open with.
You don't need to create any "false urgency." If you have somewhere to be, then fine. But you don't need to make something up. You can just decide internally that you only want to spend X amount of time talking to her. You don't need to inform her of this; it's for YOU. But telling a girl you have somewhere to be when you really don't, will not have the weight behind it and she might pick up on this.
