You’re probably sending out relationship signals. If you act like a boyfriend who cares about their feels (daily communication, talk about deep or vulnerable topics, gifts, etc.) they’re going to expect a boyfriend who cares about their feels.
If all you want is a hookup buddy, you honestly need to be more of a dick to set her expectations. Don’t pretend it’s something it’s not, and they’ll get the message.

Yeah, if a girl falls for you she'll tend to break any/all of her rules. That usually includes sleeping with you, so op is doing something wrong.

It sounds like there's confusion for what the expectations are when you're dating these girls. It might be better to straight up say you aren't looking for anything serious early on.

You're likely acting like too much of a boyfriend. Sometimes, a woman will slow down how quickly she hops into a bed with a man if she thinks it will increase her chance of getting commitment from said guy (aka she doesn't want to come off as easy).
How can I fix this?
By not providing too much non-sexual value up front. That means keep texting to a minimum, avoid boyfriend-y dates (ex: a nice restaurant), and cut women out who don't seem interested in having sex.
Note: a general rule of thumb you can use is sexual progression. This means that if there isn't sexual progression from one date to the next, it's time to let her go. Also, depending on your experience level, you can cut things off at date number x if you haven't gotten to sex yet.

Here's what you do to fix your problem.
Based off your wording, I'm assuming you get told "let's wait to do anything, I don't wanna ruin it, I like you too much."
If that's the case, "okay, that's cool" and then just stop trying. Wait for her to come back if she does and hit on other girls.
To help your chances of her coming back social media is your friend. Post pictures of you hanging out with attractive women (doesn't matter if they're just your friends), going places and "fluff" up your lifestyle on Snapchat.
Now when you do hangout, you're probably not being flirty enough/making sexual jokes. Start doing that more without being awkward about it. Hell, mention some girl you think is hot/wanna get with. Make her wonder if she could get with you. Not "I hope I get with her."
You probably don't touch her enough either, so start working on that without being creepy.
This post was all over the place so take the advice with a grain of salt, but if you can do the majority of this and be smooth/not creepy/say it confidently hopefully you have less of a problem getting them in bed.

Many people have given great advices, so I will challenge your last affirmation :

What is a relationship for you ? It seems like you have an idea of what a relationship should be, and you don't want to have that specific type of relationship.
Relationships are what you want them to be. There are so many different types. I have a girlfriend I live with but I rarely have sex withe, I have another girlfriend that lives with her other boyfriend but we are much more involved and thinking of eventually having kids together, I have two other partners that I see occasionally, spend some nights with, and talk a lot with and we have feelings for each others. I have friends I have sometimes sex with, I have girls I see maybe once every two months and we have great sex together, I have one-night stands, I have a platonic romantic relationship with a girl, I have girls I only have group sex with, I have platonic friendships, I have business relationships, I have family relationships...
The sentence "I don't want a relationship" doesn't make sense, unless you want to live alone on a mountain. What you mean is maybe "I don't want sexually exclusive relationship", or "I don't want to take care of someone else feelings", or "I don't want a relationship where it's expected to see each other every week".
Build the relationship you want. Identify for yourself what relational life you want and be honest and transparent about it. Tell people what you plan to live with them, what you want to experience with them. The more you know yourself and what you want, the easier it gets to find people that want to share that with you.

Same problem here and it always turns toxic after a while (3 months) , where they want more attention and do things together like a relationship and i just want to do my own thing and they get passive aggressive usually by withholding sex and playing games trying to get me to have some sort of emotional response.
I am very clear about not wanting a relationship from the start, but i am also aware that its sort of a gamey thing to say that usually just makes them more interested and try to qualify more.
My ideal of having 10 different female friends with benefits/ fuckbuddys is great in theory but in reality its a ton of complications and feelings and a big headache.
I have been thinking about it and for me a huge part of my game is that whole emotional connection, boyfriend kind of vibe thing so if i would get to a point where i stop attracting girls with my current game i would have to re educate myself completely and adapt a totally different game where i wont talk about my emotions and ambitions and make women feel good and keep everything more superficial i guess , more cocky funny shit.
I usually have sex on the 2nd, mostly 3d date... maybe that also has to do with it? Maybe we should get to have sex earlier so it establishes the relationship you have more on sex as opposed to on a connection/ getting to know each other, just thinking out loud.
