Yes, as long as you're not sexually or romantically forward you can still guage her interest before really making a move.

The reason we look for a sign is because we wanna get a sense that a girl is willing to talk to us before we attempt to start a conversation but approaching her and saying something to her isn't necessarily the start of a conversation.

For example, a woman can drop something and not be aware that she did but you noticed, picked the item up, caught up to her and said, "Hey, you dropped this." while handing it back to her.

Do you think the expectation from that would be to launch into a conversation with each other for 20 minutes?

Or would the expectation be more that you two just go your separate ways after you hand the thing back?

If you're not noticing any signs that a girl would be willing to talk to you but you're attracted to her and would really like to try something then just approach her in ways that don't place expectations on her to have a conversation.

One of the simplest ways is if you're standing next to a girl and she's at least aware of your presence is just to say hi.

There are friendly people who just say hi for the sake of saying hi. They're not trying to get into conversations with people, or get anything from anyone, they're just saying it because they think its nice. I'm sure you've come across a lot of people like that.

So just say hi to be nice and guage based on her reaction whether she seems interested in talking to you.

If you think she is then attempt to have a conversation with her, if not then just go back to minding your own business, at least you did something nice.

Another way of doing this is making a comment on what's happening in the moment. This again works when you're already fairly close to each other to begin with.

If you have to catch up to her or walk some distance before you can talk to her then you can compliment her.

But its not like, "Hey, you're so pretty I wanna talk to you."

No, its just like saying hi, you're just doing it to be nice, with no romantic or sexual undertone at all.

Essentially, your intent is just to compliment her to make her happy and then guage her interest from there.

And again, if she looks like she's willing to talk to you after you compliment her then go for it. If not then move on and be glad that at least you did something nice.

Don't worry that your very first words don't bring romance or sexuality into the interaction, you can always bring those in after you find out she's willing to talk to you.

It's quantity vs quality question. If you look for girls that show you signals it will be much easier for you to seduce them, but they may not be your ideal choice. On the other hand if you approach the only the most attractive girls, you'll have a lot lower succes chance. So frankly it all just depends on what you find acceptable and how horny you are vs what you can realistically achieve.

Personally like 90% of time i went for the quality, like approaching only 1-3 most attractive girls in a big packed club. But it meant that a lot of nights i had just no tangible succes other than fun experience.

I would suggest making some eye contact (not intense staring though, never that) and maybe make a shy/natural looking smile and see if she reciprocates. If she ignores/turns away, unlikely she'll want to be approached. And if they have headphones/earbuds in or are reading a book or cell phone, also no.
