I take issue with the phrase "Women can be abusive too"

I see this phrase thrown around a lot in discussions on domestic violence. But the wording is so dishonest.

In this context, the auxiliary verb "can" denotes something that's out of the ordinary but possible. For example:

• It can be warm in March.

• A headache can be a symptom of a serious health issue.

• Even people in their early twenties can start seeing gray hairs.

So, when someone says this, it seems as if they're acknowledging that some women are abusive, and that they're being egalitarian and fair in discussions on DV. But the thing is, women are the abusers in 70% of nonreciprocal domestic violence cases. Saying that women can be abusive is framing the issue as if it's a distant possibility, when in fact it's the norm.
