Okay so you want a starting point, I would start with deleting any dating apps you may have, next, if you are doing this, stop using texting for flirting, you're in school so you'll see them tomorrow. Now you can actually start, rely solely on face to face interaction, instead of doing a, b and c, just FOCUS on them. Pay attention man because, thinking about what you should do here there or anywhere will take you away, just be present and reciprocate anything you FELT was flirting, not what you think was flirting, reciprocate and escalate if you FELT you got a positive response. If you got a neutral response, just go back down to the level you were before, if you got a negative response, go back to talking casually and wait for another moment.

I recognize English isn't your first language, so I'll try to be as plain spoken as I can.

When you're 17 it's easy to see every girl as a potential girlfriend and approach them with that thought. Don't do that. Girls talk, and it will get around that you seem desperate. You have to be patient. It's more important for you to come across as a guy who's interested in being a friend who's happens to be a boy, instead of a boyfriend.

The way to get girls interested at this age is not to show too much interest in girls. Stop approaching girls in your school or your circle of friends. Build up your capabilities. Be the best in one of your classes. Be one of the go-to guys in one of your school's clubs. Be the guy who starts a club based on something you're interested in. Learn to play an instrument. Do something that makes you become someone other people, including girls, wants to know.

The other side of this is once you do this, you have to recognize when a girl is interested in you. If she's trying to be around you when it seems like there's no reason she should be, that's a great sign of interest. Girls have no idea how dumb we men are, so they do subtle things that they think we'll recognize as interest, and usually, we don't. If a girl touches you a lot, that's huge sign of interest, especially if she's doing something she thinks will make you look nicer.

So the main things are to be patient, build up your capabilities, and recognize the signs of interest.

You should feel good about yourself, worthy of women's affection just by yourself, not really in need of stranger's approval. Girls are maybe getting interested more with little older guys, but you can show them your own new standard, a better one.
