Firstly, good on him for standing up for himself!
The police absolutely are responsible for throwing him in jail based on an accusation rather than evidence and they should be forced to pay his legal fees.

As for suing the woman who lied..
I doubt she has $1 million to her name so even if the courts agree that she is guilty she will unlikely be forced to pay any sort of judgement so his victory will be a hollow one...
