What was on a paper a response to a 'grassroots feminist movement' was in reality a highly lucrative (and common sense dictates, planned) enterprise for criminal organizations and political powers that profited hand over fist from graft. All at the expense of everyday men. Those who were resolved to drink drank anyways, only now they had to deal with prices gone up tenfold, legal consequences, and poisoning from adulterants (sometimes introduced directly by the government). Those who didn't drink were still subjected to the surge in crime.
Fast forward to today, and you have very similar dynamics with the war on drugs and emerging war on prostitution. Both passed off under the banner of morality, while obviously aggravating the problems of trafficking and abuse they claim to combat.
