If you want a social life as a participant of multiple social circles:

Find ways you can add value to people's lives. People want to be friends with people who make their lives better/more interesting. Identify your strengths in making people's lives better and gratuitously apply these to as many people you encounter socially as you can, even if you aren't friends yet.

Say yes to every invite you dont have a conflicting commitment to.

Go to places where you have a shared interest with the people going there. Attend regularly on the same schedule. Whether it's a hobby, bar/lounge, café, class, gym etc. Talk to people there. You already have a shared interest, start there and branch off.

You want to be the one who initiates connections and makes plans. Take initiative instead of waiting for others to do it for you.

Follow up on connections you make, even if you dont think they were that good/deep. Add a small detail you remember from the conversation in the follow up message.

If you want a social life as the leader of a social circle(s) - much harder, but much better rewards:

Have a central place, ideally your apartment, where you can bring people together. Host events/activities to bring people together.

As the social leader, you have to bring people together who are likely to get along. Screen out drama/bad vibes/abusers.

Don't be discouraged when starting out. These things take time to build momentum. Experiment with the types of events/activities you host.

Reach out to people after the event, thank them for coming. Say you hope to see them around.
