The subreddit's CSS style hides the downvote button, but it's possible to disable this and get the button back.

It's annoying, basically someone can click on your profile, then downvote everything. Happens to me too.

People essentially have to go out of their way to downvote. Unless it comes up in your inbox then you just hit the down button.

Hey, it's basically, as others have said, because mobile users or people who disable the sub's custom CSS can downvote.

I removed this thread, not because it's in violation of the rules, but because I don't want to start teaching people how to downvote.
