Ask "when are you free?" If she says anything other than giving you a specific or range of days then she's telling you to move along.

If you say let's do X-day and she says she's busy then one of you will have to suggest another day. If you agree to another date you are now communicating that you must not be in high demand since you have all this free time (original date + new date).

However, if you ask her when she is free you put the ball firmly in her court. You'll either get
(a)silence,
(b)a negative, or
(c)an actual date.

Each of these gives you your answer. A or B = it ain't your day champ, C = go for it, if she ghosts or cancels again then she's an attention whore. Attention whores will do everything up until the point of setting a date, they will not commit to a date.
