I'd say its the exact opposite? A terrorist organization works to prevent an action or ideology through aggressive and often violent acts, designed explicitly to cause fear aimed at preventing aforementioned action or ideology.

Unless you're implying that family courts are designed to prevent marriage. Which is arguable...
