Definitely the mom, simply for one because (and don't take this as me letting the creepy guy off the hook) she described her daughter as a victim getting "preyed" upon. And I'm sorry, but that's not a naive child anymore, but rather that's a young lady empowering herself by behaving like a slutty adult. Two, for the sake of argument, let's say she's still a child. Why is mom not preventing this from the beginning? Why wasn't she checking her phone from the very beginning? And why didn't she just call the cops on this guy? Or at least tell this guy to fuck off? Eh I'd be pretty darn worried too as someone who had a daughter. Getting harder and harder to know what your kids are doing with smart phones and all.
