Why would anyone be against this? In the US, they shouldn't be able to publicize names of anyone accused of rape or sexual assault unless they are found guilty. There's still issues, such as when someone is falsely accused and convicted but it is a step in the right direction.

Not in Canada. In Canada, you are guilty until you can prove yourself innocent. But, if you want to use any evidence to try to prove your innocence, you must first present all evidence (documents, videos, text messages, emails, etc.) to your accuser and they may choose whether or not to allow such evidence to be allowed to be presented in court. Of course, even if they allow such evidence, they already know what the evidences is and can plan on how to defend themselves against such evidence.

Can we even trust text messages if there's no cryptographic way to authenticate them from the user's phone anyway? Wouldn't it be better to obtain a copy of messages from the carrier themselves since they basically route around your SMS/MMS messages?

It should either be a guilty verdict for the one who is accused of doing it, or otherwise a guilty verdict for the one who is making a false accusation

I'm all for police doing their work, and actually properly investigating accusations, instead of just jumping to arrests, but I can't agree with this, if "hand in phone" literally means "hand in phone so that we can make copy of everything on in". Not just "hand in phone so we can get a quick copy of your communication with the person you're accusing", and don't have to get it the long way around from the carrier.

What's next? If someone assaults me at a bar, or steals my car, I'll have to hand over my phone, before the police chooses to investigate? That's pretty gross invasion of privacy.
