Any recommendations on good spreadsheet/budgeting programs? Aside from excel?

Honestly, I hand journal it. Yes it takes longer but for me it reinforces my goal/reason every time I take pencil to paper

I mostly use Google-Sheets simply for the "access anywhere" convenience. However if you don't like/trust Google (which is entirely understandable) you should look at LibreOffice Calc which has all of the functionally of Excel that basic users require.

I also saw a recent video by ChrisTitusTech where he recommended OnlyOffice which appears to be aimed at emulating the exact look/layout/ui of Excel, so users could make a straight transition.

A lot of people use Intuit's software, but I have a massive hate boner towards them as they breached contract with me ending a business venture I had going, so while I cannot recommend some software I can recommend you avoid Intuit as they are a very dishonorable company.

Edit: Some good advice, when I have this issue I google (bing, duck duck go, whatever search engine you like) top ________ of 2020 or whatever the current year is. That's how I find good software or programs. Then you just read through the reviews, check the amazon reviews (always see why someone is giving it one star) and make an evaluation based on that.

Fathom is really good for managing Huge Chunks of data, I'm talking like in the thousands of data points in a few minutes, the only sad thing is that it looks barebones. It copies data seamlessly from Excel, and I think its solid.
