If this location is 50/50 men to women, then you'd probably have a case, but if it's like most retail locations, there's 35 women on staff and a couple of guys. With that ratio, having an entire year (or more) with nothing but women wouldn't be that surprising. A totally random draw would still produce years with no men, routinely.

The ratio of men to women in that store should've been in the OP. The gender and color of the person (people?) choosing the winner is another, important, missing item.

Yeah, I think they're going to cycle through all the women first before getting to a man. But maybe next year there will be A man.
