No offense but I'm going to give it to you the way I see it: You don't appear as someone with a high SMV, or even a moderate SMV at that. This is probably the reason you're not getting success. Drop the glasses, hit the gym and lose some fat and learn how to groom. This should help you become at least moderately hot.

Also, for the love of God shave your head. You look like you desperately want to hold on to the hair you already have. It appears like an insecurity.

Lift

Go to /r/fitness.
Read the wiki forwards and backwards.
Pick any of the recommended programs.
Calculate your macros based on bodyweight, specifically protein and fat requirements.
Get your protein from fish, chicken, eggs, and peanut butter.
Get your fats from avocados, olive oil, and butter.
Replace all drinks with water.
Remove all processed foods from your house.
Buy a food scale. Buy measuring cups.
Put everything that goes into your mouth into a calorie tracker.
To lose weight, eat 500 calories below your TDEE (calculator)

What's up man? Big kudos to you for taking the initiative in asking for advice and trying to get out there and make it happen. That's not something that should be overlooked.

Alright so the three things that stand out physically we should touch on:

Decrease body fat. Check out /r/keto (hard mode and what a lot of guys here would recommend) or the "slow carb diet" (easy mode and what I would recommend) for that.
Probably shave your head. Check out /r/malegrooming for that.
I'm going to disagree with /u/Toverspreuk on dropping the glasses for now, but you may want to see if a different set of frames (or contacts) works better with your face after 4-6 months of work on #1 and #2.

Pickup is one of those things that can help you to deal with girls easier, but you need a mid-level physical base to start with. There are a few things in your appearance that can be changed that are screaming "low value" right now, and you need to understand that it's not the same thing as saying that you're "low value" as a person.

I want to give you props for posting a picture. Not because its "brave" or any of that woman shit. But because most people want us to tell them how long a piece of string is without looking at it. My recommendations are similar to what everyone else has said, but I'm going to repeat them to emphasize their importance. The most important thing you can possibly do, above all else, is lose weight. As a guy who has been morbidly obese, and lost 130lbs, I will tell you right now that the ONLY thing that disqualifies a man from getting laid by beautiful women is being fat. You can overcome any objection except that one. So for right now, stop EVERYTHING YOU ARE DOING, and lose weight. Once you do that, look into contacts. Also, in the mean time, be growing a beard. Some guys can pull off the shaved bald head and thick bushy beard, but we don't have any way of knowing until you lose weight because fat guys can't pull off anything (Im not being a dick, remember, I weighed 290lbs in 2016). If bald doesn't work for you, I have another suggestion but it won't be very popular and we'll discuss it later, AFTER you lose weight and grow a beard, if that doesn't work. Good luck my friend. By the way, take the RaceCar/Fiat analogy to heart. It's the truth.
