I've argued the best intactivist strategy not decades-long, fruitless attempt to outlaw the practice but instead education of parents as to the risks with ambiguous medical justification. In other words, society will not coerce parents, so educate them instead.

A law is only as good as it is enforced. Remember, courts are here to interpret laws - that's what judges do. The whole point of a proper prosecution is to prove beyond shadow of a doubt their claim and establish precedent of enforcement.
At the moment, no prosecutor has managed to perform the hat trick of properly demonstrating to a powerful enough court that (in the US) MGM is illegal (because FGM was made illegal by law and under our constitution's 14th amendment, equal protections are granted to all persons of all laws) and having that judgement become the legal precedent for all situations herein.
Technically a mayor or governor could enact instant enforcement of the FGM law applying to all males under their jurisdiction as well, but none of them have.
Fucking cowards.

But sadly, even those with the drive and courage to try get completely shot down by a powerful machine that caters not to the interests of the people but the cabal that controls it.
I watched a town go through the entire proper channels to enforce the illegality of MGM, hit the day of reckoning for those who would harm boys, and then have everything unravel after a key set of phone calls from ((people)) caused an air pollution bill about to be voted on be gutted and rewritten into a bill that would make sure circumcision would always be legal forever in california.
Of course that law is unconstitutional because it violates the 14th amendment, but no one has brought that to the supreme court.
