Steroids arent allowed in any major sport, this shouldnt change just because a person is 'transitioning'.

"Oh, you are trying to become/emulate being male? Well, you now get to compete against them. Enjoy being powerbombed into dust."

That her essential argument - "I dont want a fair, or even close, fight." Disqual and ban from female leagues.

From what I've read in other coverage, the kid wants to compete against boys and the state won't allow it.

A bit of a conundrum here.

If a man transitions to a woman, do you make her play against guys (where she will likely lose) or against girls (where she will likely dominate)?

In another case, if a woman transitions to a man, do you make her play against girls (where he will roflstomp them) or let him fight men (where he will likely lose)?

If you apply "biological sex only", then FTM will almost always win. If you apply "whichever gender you identify as", MTF will almost always win.

There is no good option it seems.

There shouldn't be any segregation at all, on protected bases like sex and race and religion.

As the slogan goes, "if you can play, you can play".

There is no "women's wrestling" or "women's basketball" or whatever. Those things are correctly called "not wrestling" and "not basketball" etc.

Let everyone play the real game.
