Approach them at the bookstore, approach them at the mall, approach them at the bar, approach them in the park. Just approach women. You can approach women most places, it just depends on intention and how you do it.

Don't try to get a girlfriend, just try to make a friend first. You can do that by approaching people. People like it, they find it kinda fun. Getting a social hobby is better for this but approaching women is great to boost social experience.
