Easiest way for you to check is by looking at family court cases in your county for the past year. At least in my county there is zero enforcement if you move out of state. You are completely wrong when saying that CS is enforced harshly as it varies from zero enforcement to draconian.

Alimony enforcement is generally at the discretion of the presiding judge.

Google Ari Schochet. He has been in and out of jail because he can't pay the alimony payments to his exwife, that the yearly totals are more than his gross earnings. And by continually putting him in jail, he can't hold down a job. He was jailed 8 times in 2 years.

And in some other jurisdictions? The court just files garnishments or liens and nothing else.

Giving money to somebody you despise and getting nothing in return is very low on people’s list of “things I like to do”.

Without enforcement very few people would pay. Therefore, they need meaningful enforcement.

They will not put in you jail for that (directly), but they can: garish your wages and take away your passport. petition your banks and financial services, and issue a court order to pay. If you refuse, you could be found in contempt of court. And you can be jailed for contempt.

Short answer of you do this, prepare to keep a low profile or just expat. If you expat, make sure you understand the VISA rules because returning to the USA might otherwise be possible. If you're over 50, many nations will provide a senior VISA if you have a certain amount of money in the bank, can demonstrate income over a certain amount, and do not work in their country.

The issue is the VISA renewal if your US passport is canceled, revoked, or expires. Then things get very complicated and variable.

To be 100% safe, you would want to get a 2nd passport from a nation. Several choices there. You can check your ancestry for certain nations (eg Ireland), citizenship by investment (eg St Lucia), or permanent resident status.

It depends on how much effort you are willing to put into things. I'm a low risk taker when it comes to the government and the system :)
