Eh scottish people use it pretty often too myself included, i don't find it offensive most of the time unless its aimed at me in a nasty way.
Example: i can say to my group of friends in a friendly way "hey cunts" but then my ex bf can get annoyed with me for asking a question whilst hes watching blizzcon and me not realising and saying dw it can wait till after and him saying "why are you being a cunt right now?" In front of our friend. Thats one way that insults me, and was one of the final nails in the coffin of that relationship.
It can be a very harsh word, but theres just cultural differences.

It's still referring to women in a demeaning way, regardless of the culture. It doesn't have different meanings, it's just whether or not society thinks it's acceptable to be demeaning to women.
