Being immoral (in my book) means your actions or beliefs are conflicting with common or traditional moral principles. A lot of principles are BS, and often used by some to pursue their own best interest. People will screw you over it makes themselves better or happier.
So if he flies to Thailand to make use of what is offered, he is just a customer making use of a service. That is not more immoral than people buying clothes of brands using child labor, or buying vegetables for which the farmers got an unfair price - and people don’t seem to care about that.
All the things you mentioned are immoral, nonetheless going overseas to take advantage of the poverty and naivety of other women. If they had the means I am sure they would have closed their border and never accepted any pig from anywhere.

Sure, and if I was a billionaire, I'd work less and live differently too. Fact is, they don't have the means, and money from tourists helps them. Perhaps in an ideal world, they would not need to resort to these actions, but this world is not ideal. Respecting some moral principles in this case does not help them either: money, food and a decent life will not magically appear when the sex tourists disappear.
