Can confirm this I remember a girl I used to date made some guy out to be crazy for not being interested in him. A little digging turns out she's been using him for rent money for a long time and she was stringing him along, then later he got access to her social media and found out that she absolutely hated him, then made it out to be a fault of his when he blew up over it. I do this too. I posted here about my indifferent and invisible lifestyle living at the beach (dress down, no signs of wealth or status, beach bum style).
However, when I travel for business I bring my a-game. Suits, limos, meetings and business lunch/dinner at fine restaurants, hotels. Nearly all of the bars and lounges at these places are full of gold diggers, sugar babies, young office workers fresh out of college, older professional business women, and prostitutes. It's fun and easy. They try to get your attention, position themselves so you can't avoid getting a view, or opening a conversation with you.
What they fail to understand is that most of the top guys (not me, the real top guys!) in the room did not get there being stupid. As the OP shows, these women are accustomed to using their looks not their brains, which are underdeveloped because they never had to rely on them to survive. Some may be smart, shrewd, conniving but they're not dealing with chumps.

I can only speak for California, but the target of the investigation is never the John. The OP poses as a John and solicits the girl in an attempt to get to the pimp. It’s all about human trafficking.

Prostitution is crazy rampant out here (I mean like every night, 20-30 girls walking the blade with multiple crews, and multiple blades), and it is not something enforced, it’s the overt act of trafficking that’s being sought. A few years ago a law was passed that prevents (amends) the Penal Code from being enforced on a minor involved in prostitution. They literally can not be a suspect, full stop.
It’s only a matter of time before it filters to 18+, but as it stands now it was very similar to MJ. Though it was only recently made legal, there was zero enforcement for low level offenders in the past 10 years (unless you were a felon, on probation etc.)
So yea, 9/10 the undercover op will be at a hotel / motel, targeting a girl that does house calls. You would never run an op that puts your UC in an unknown. The target will have been solicited prior online, phone, or text.
There are wayyyyyy to many variables to control in your scenario. That may have been a thing 20-30 years ago, but the rule book / playbooks have changed drastically in the past 10 years.
Side note: If you’re paranoid, tell the girl you’re just a voyeur and you want to pay her to take naked pictures of her. If for some reason she is a cop and you got caught up, she will leave (or upsell). No female cop is going to allow nude pics to be taken, and that isn’t illegal! Depends on the city, NYC, DC, for example, there are many young women, recent grads, who have limited means in expensive cities. May not see as many in Detroit, OKC, or KC for example. I've found them where I least expected as well.
It's hit or miss. I've had women approach me, sit near me at the bar leaving a seat or two between us, start a conversation, not just due to the suit, it's the context and location. It happened more frequently when I was younger, though it still happens.

I also get into things like, "are you from this city?" "what brought you here?" ask about school, work, hobbies, how they got into bar tending, etc., just normal conversation like I'd have in an social situation where I don't know anyone or only a few. Work the crowd, in a bar or lounge the bartenders, manager, wine steward, etc., have the power, and the information you want. In some cases, the owner of the establishment.
Becoming a regular can help a great deal, but that depends on the reputation you create. When I was doing more work in Miami years ago, I would stay in the same area, same hotel, go to the same bars, loungers, restaurants and make the rounds. Over time I got to know most of the bartenders, wait staff, managers, etc. at all these places, when I'd come in it was like, "hey, great to see you again, welcome back...",
Tipping well goes without saying, but it can get expensive for little value. Combined with real communication and conversation, it's much more potent.

I also detest suits. Fortunately, I had a job where it wasn’t required. I avoided T shirts though and wore a collar shirt so I could wear the tie that I kept in my desk drawer if a meeting came up.
