Please feel free to improve on my idea.

Step 1. Promote a law that the victim of a woman who is convicted of molesting or sexually assaulting him can obtain a paper abortion.

Step 2. Promote a law that allows a man to trade the freedom to give consent to fornication (under threat of a heavy fine that doubles for each repetition of the offence) in exchange for the right to a paper abortion.

Step 3. Promote a law that a man who can demonstrate on a balance of probabilities that the mother of his child sexually abused him can obtain a paper abortion.

Step 4. Grant a universal right to a paper abortion.
