You'd probably need to contact Google or the document owner. Depending on which country you are in the law enforcement may or may not be able to help but it's unlikely.

Get an attorney, issue a Cease & Desist to Google, subpoena the account holder, and sue for libel.

That's a very very strong defamation case if you have the doc yourself. Especially since you can see who created the doc.
