Child support debit cards

This is how it should be. A card that can only be used to purchase food, clothes, school supplies, toys, etc. for the children. The child support system is in desperate, dire need of safeguards and accountability to prevent the funds being misused. And punishments must be levied against those who attempt to abuse the system. It's long past time we saw some reforms made.

I have been in support of such a card for quite some time.
In my opinion, it shouldn't have a restriction of use, BUT it SHOULD have a reporting feature, that can be examined by the mother, the father (or whoever is paying the child support) and the Court system- such that at any time, the expenditures can be looked at, and if the money is not being used for the benefit of the child-- like food, clothes, school activities, etc- then the mother can be charged with misuse of funds, and the mother can be penalized for that.
For penalization choices, depending on the level of 'misuse of funds': the father could be awarded lower CS payments; the mother could have CS payments suspended for a period of time, forcing her to pay out of her own pocket; the mother could have CS payments restricted to only *approved* payments, in which EVERY payment is put into a "pending" status until it is verified to be for a benefit to the child...

Ideally, if CS payments have to be taken from a man, we would want to ensure that the funds are going where they are supposed to be going, not to subsidize/reimburse the mother's shopping spree or her mani/pedi day.

Additionally- having a card with the aforementioned reporting feature, also means that the Court could see if the father has or has not paid into the CS system (and how much he does/does not pay into the CS system), and if he has not-- rather than take the word of the mother, there would be electronic evidence of the truth-- and the father can be penalized for not doing what the Court has ordered for him to do.

A further point: the existence of the CS card would mean that the Court would have to have had a case presented, and the veracity of the father's responsibility would have to be verified-- that is, DNA evidence to prove that he was the father, and that he was not providing for his child. No more "well, what's best for the child" for a man who is not biologically and/or legally the father of the child. And also, wherein there is no father for the State to get CS funds reimbursed, having the reporting feature of the CS card means that the State/Court could monitor the mother's expenditures, to ensure that the funds given are being used for the benefit of the child, with the aforementioned penalties for 'misuse of funds'....

As a parent, limiting what child support gets spent on seems impractical. Mainly because of the incredible variety of things that kids need and how that changes with age.

A young child needs food, yes. But also medical expenses, clothing, toys, books, furniture, bedding, and childcare. A school-age kid will have those expenses, and also sports equipment and extracurriculars, school supplies, school trips, and hobbies. A teen's expenses will include those things but also dues for sports and clubs, tutoring, college prep courses, and car-related expenses. And then late teen to early 20s will need textbooks, dorm fees, and other college related expenses. It seems like limiting child support usage to just a few categories would miss a lot of expenses kids actually have.

Besides, the way people really shop is often for a whole household at a time, anyway. Fir example, people buy groceries (or order dinner) for the whole family at once.

I think it's a slippery slope. Say a mother uses the card on things for her child that the child needs or wants but the rules are that those certain things are not approved uses? Say the mother can only afford rent using the child support card because the only job she could get doesn't pay enough or because she's disabled so she and her child don't have much to live on (with disability benefits you can only have a certain amount of money in the bank so you can really save up a lot and your if not forced into poverty, at least barred from getting wealth enough to be well off and have a decent living)? Or say the mother and her child keep kosher and she's not permitted to use the child support card on kosher food, can't go to a kosher deli and grocery store and use the card for kosher meat to make the healthy dinner her kid likes? Same thing for any other dietary differences like celiac, vegan, ARFID, etc. For example, you can only get certain foods from certain brands with WIC. Just like most things, a child support card will be controlled and regulated by the government, and the government often sees itself entitled to limit and control what people can do when they shouldn't. However there should be some way to tackle the problem of child support money misuse. I don't know how common or uncommon it is but no parent should be spending that money on jewelry and clothing for themselves instead of their child. Only spend it on the child's needs: clothes, food, childcare when you can't be available for a time due to work or an appointment, education, toys, etc..
