Clearly she meant no harm, but it's generally inappropriate for anyone to do. Especially if it makes the other person uncomfortable. There is no question that a man kissing a woman on the cheek is at a greater risk of adverse consequences.

Possibly could have been from a culture where kissing strangers is a lot more acceptable. I don't think any close mouth kissing on the cheek should be made illegal unless the other party has clearly indicated they do not wish for such, and then it should be made equal to (non-sexually) touching a person who has made known they do not want to be touched.

Meh, a kiss on the cheek is intrusive but i wouldn't get worked up about it. I suspect that, even in this gynocentric world, you would probably away with doing the same thing yourself.
