It's funny you know, I travel a lot, and the first thing I do when I am going to an unfamiliar locale is to research the possibilities of being victim to crimes and the steps it might serve me to take to evade this occurrence.
I don't think, having done this travelling around the world for about five years now, and having conversations about personal security measures appropriate for n locales, I have ever once heard anyone say anything to the effect of;
"The problem here isn't that we should have to not flash our valuables, carry around large amounts of cash, be unaware of local hotspots for crime, but actually the problem is that the inhabitants of region X need to be taught not to be thieving, bloodthirsty criminal scum.
When that's handled I can drive my gold plated ferrari into the ghetto with the windows down and the door unlocked waving and laughing at the peasants and everything will be just fine."
I think anyone making that argument would instantly be deemed an impractical, slightly unhinged person with racist issues aplenty. But people make the equivalent argument about rape all the time and get nothing but applause from their local echo chamber about how right they are, and any calls about misandry are answered with a shrill and instant cacophony of "WHY ARE YOU PRO RAPE?"
TIL; I am pro mugging, pro armed robbery, pro kidnapping, pro crime in general because I take steps to reduce the likelihood of it occurring to me and the impact of the event in the case that it does.

Well, let's see. Will it actually work? Has nagging people to resist their animal urges, good or bad, ever worked? Not really. Look at all the obese people being told to diet. Look at all the drug addicts being told to give up their fix. And so on.
Will it just contribute to the growing resentment between men and women? Definitely.
So what is the real goal here? I suspect it's to assume a position of moral superiority and berate men for the rest of time. To put the blame on all men and try to make them all susceptible to manipulation out of guilt. Because to some minds that feels good.
Could you imagine telling all women they are responsible to get fat women to eat less? With the implication that they are bad people until they do, because they are responsible? Doesn't that sound ridiculous to you?
