First you need to qualify the claim of rape having "culture" by testing it against the scientific threshold for something in society to be culture. Find out what that is first. Is it 30%? Maybe 50%?

In my opinion, sports likely qualifies as culture since over 50% of the U.S. population identify with sports. Sex is also culture (yes, none of us reading this would be living meaning sex must really be popular with most) Materialism is culture (billions and billions spent annually in shopping malls, retail outlets, e-commerce) Music is culture (radio, mp3's, bands on tour, tens of thousands of fans packing a concert hall) Divorce is culture (sadly over 51 percent of marriages end up in divorce).

So I would expect something labeled "cultural" to require some sort of scientific threshold be met in order to be elevated to cultural status. Maybe rape is a cultural subset of the "culture of violence", assuming violence scientifically qualifies as culture, but I doubt rape qualifies as culture on the basis rape isn't common enough. The "1:3 women have been raped" statistic has been debunked for being based on an internet survey that factored unwanted kissing. Unwanted kissing doesn't pass the legal litmus test for rape, hence it's not rape and therefore is misleading.

Taking an approach that makes it obvious that the same act isn't treated the same way by authorities would be a good way to approach the assignment without playing into feminist stereotypes. In fact, you can even demonstrate how feminists have worked to obscure male victims.
