No, military bases have family housing. The majority of them are married with children, and get married earlier than most of the population does. They don't spend their twenties clubbing like the rich do.

It also can't be eugenics because diversity in the troops is the highest it's ever been. The ethnic makeup is much higher for minority groups compared to the total population percentages.

Compared to China, Japan, Germany and especially Russia, the US has had comparatively few combat deaths over the past 100 years. Maybe there might be a dysgenic situation brewing in those countries, but I seriously doubt that that has happened in the US.

I think the word you're looking for there is 'dysgenic'. Eugenic means something that improves the genetic stock of a given population.

Setting aside for a moment the general ickyness and pitfalls that come with discussing "disgenic effects", since they have been talked about extensively, and much more eloquently than I could put it here.

Neither being old, sick nor rich necessarily makes your "genetic stock" any worse than the general populations. Old people have more or less the same DNA they did when they were born, and since we're taking social darwinisim for granted here, I'll point out that wealthy bloodlines have already proved their ability to rise to the top of the rat-race. It's also worth noting that many men are spared from the draft due to qualities that make them valuable back home, the intelligensia inventing new technologies, the farmer for his dependability and essential position within the economy etc...
Most soldiers do come still come back from war. Many come back with changed in ways that will reduce their quality of life and ability to integrate back into society, but that's what we call a "euthenic" or "disthenic" affect, as it doesn't change the overall gene-pool of a population. There's also an extent to which some soldiers will have postive euthenic effects from war, think of all the skills-training that goes on the number of people who will atest "the army made them a man".
Veterans often have an element of "valour" that makes them more desireable mates. I get this wouldn't necessarily apply in todays society, but over the last 100 years?
Even if war does create a disgenic effect, war pre-dates the human species, and thus our species would've long reached equillibrium with this pressure. Indeed, since death-by-war has decreased over the last 100 years, I think we'd expect a positive effect from the removal of the pressure.
Soldiers are not necessarily exceptional people. Please do not misunderstand me, they do a job harder than I could ever imagine myself able, and societies mistreatment of veterans is a tragedy. Equally false though is this notion of the "Heroic Paragon" though a good aspiration for those in the military, plenty of soldiers are just like the rest of us.

Finally, this doesn't have anything to do with mens rights.

War is a tragedy in-and-of itself, that people are made to die and suffer is cause enough that we should detest it. Worrying about the slight genetic drifts happening over generations is pointless. The only things we can change are in the here and now.
