Or maybe, The System didn't know where she was, and was keeping all the child support money for itself. The article isn't clear.

I'd like to know more about this whole thing. Was she actually getting the money or was the state keeping it? Did he question it? Or ask for custody of the kids? I'd like to know how the father handled everything.

This happens quite often actually, some non-custodial mothers have received CS, even while in jail!!!
