Yea he was meant to literally e hated..pain was attacking the village and danzo ain’t even help…his whole goal was to show the ppl how he could lead the village better and instead of saving tsunade and the village to show he’s better fit he decides to leave the village entirely and not do a thing..just so tsunade would die and he could just take the mantle with a destroyed village..like there wouldn’t have even been a village to even come back too if not for Naruto talking to pain. Danzo had small pp energy
