This is an interesting idea. Can you expand on it a little more? I am not sure what it would entail. Maybe we can work together to make something like this happen if there is some interest. =)

It depends on your aesthetic! Who are your fashion role models? It'll be easier to give suggestions with a little more info on your style.

Personally, I buy a mixture of high end (usually online, sometimes second hand) for classic pieces (shoes, blazers, dresses, lingerie, etc) and very low end (tees, socks, accessories) for short-lived or trendy stuff.

For the first: ebay, consignment stores, clearance stores, facebook Buy Swap and Sell groups. Often online, if it's a brand with a decent online presence.

For the second: h&m, F21, etc. Sometimes Asos if it's not available in the low-end stores near me, especially for on-trend stuff that I won't wear after this season.

I buy almost everything on sale online. Sometimes I'll pay full price. Most stores have frequent sales (40%+) so it works out :) I try to keep my clothes heavily skewed towards skirts +minis + dresses.

NY&Co (lots of cute dresses on there, but I primarily buy their tops and coats), Bebe (for bandage miniskirts, other miniskirts and bandage dresses, occasional coat), MyHabit.com (they have great designer sales - I buy clothes, jewelry, hats! even designer lingerie on sale!), Ann Taylor (for some sweater skirts), Express (primarily tops), sometimes F21 (miniskirts and some tops). Guess. Victoria's Secret (during their winter sale). White House Black Market occasionally. Etsy.com. Venus.com is very feminine but I've heard that sizing can be off sometimes (I found it ok during my one purchase).

There are some other relatively unknown (but slightly risky) websites where I've bought the most gorgeous, feminine knee length skirts that are work appropriate, but still look great on dates.

I haven't bought from there, but I do plan on buying from Modcloth someday. The clothes look really well made and most of them have that classic, 1940-60s look for the most part. Lots of good feminine and modest stuff there.

My favorite stores/sites for dresses and skirts are Modcloth, Freepeople, Unique Vintage and Sidecca. Also, I've found some cute clothes in TJ Maxx, Ross and Burlington. :)

I love shopping at eShakti.com. They have beautiful designs that are custom made to your body's measurements in addition to carrying sizes 0-36. The skirt length, neckline style, and sleeve length are customizable on all garments. The dress straps/shoulders have a small clip to keep bra straps in place and they all have POCKETS! (unless you prefer to not have them.)

I own 5 dresses from there now and love them all. They also carry skirts, sweaters, and blouses. Especially great for affordable, customizable bridesmaid dresses. :) They even send you a card with the names of the people who made your garment so you know it's not some kind of sweatshop operation. They will even give refunds to customized dresses.

I'm never able to afford new name brand items so I usually go to thrift stores and ebay and stuff, but I found one consignment store chain recently with pretty decent prices. It's not brand new prices, but it's not goodwill either. They have a ton of unique stuff like I said pretty cheap. It's called Buffalow exchange and from what I've seen they're in every major city in America so if you live near one, I would recommend going there for sure. They also give you 50% of the value of the clothes you being in, in store credits. I'm also still young enough to go to platos closest, but their adult, more mature clothes, are in a store called clothing mentor for around the same price as platos. Platos Is cheaper than buffalo exchange but buffalo exchange has more unique and name brand items.

Generally thrift shops because of my finances currently, but if I want to splurge, I love ModCloth for dresses and I also find cute clothes at department stores like JcPenny and Kohls. I live in the north but I envy people who live down south and have Belk.

My favorite items are ruffle-y dresses, ballet flats, riding boots, girly blouses, fitted Blazers, skinny jeans, fitted skinny trousers (I love corduroy), espadrilles, scarves, tote bags, and statement jewelry pieces.

I'm a bit late to the party, but I thought I could share anyway. Due to the lack of my kind of preferred feminine clothing where I live, I shop at YesStyle.com. It's an asian site, and they have many different brands and styles (and prices). They have regular sales - shoes, makeup, clothes, bags, you name it. Given that you say to think dresses and skirts, I believe this site could be up your ally - my experience is that asian women are generally better at embracing their femininty than western women, and naturally, this shows in their clothes. I've placed orders with them maybe 5 times over the last years, and haven't had one bad experience so far. The quality has been what I expected, and the best thing is that I feel great wearing what I bought from there. You will have to know all of your measurements to check what sizes work best for you there, and taking the time to read and evaluate reviews to see if a brand is good or not is always useful, but that is a minor "problem".

My favourite brand is "Dabuwawa" if you're interested, and they have other brands that are even more elegant/cute/feminine, and of course others who are much more casual resembling what can be easily found in stores back home.

On another note, I try not to shop for clothes often since I am aware that I can't know for sure whether or not the pieces I buy were made under decent conditions. Shopping is, sadly, one of my guilty pleasures.

I buy a lot of my "daytime" outfits at loft and madewell. I buy dresses and going out clothes from ASOS and Lulus. I highly recommend Lulus for dresses with a decent quality/price ratio. For reference, I am college aged.
