It's true that if he only wants sex he would be likely to suggest this. But equally, if he has feelings for you and is about to go away for a few weeks, it seems really likely that he'd prefer to spend time with you in private rather than going out to a public place. I don't see any reason to assume the most cynical interpretation based on the information given.
