No, the mom is given free everything and even given a 6 week free course to dry out from her multiple drug addictions. If she does nothing then she is given a hearing on parental termination. If she doesn't show up they will adjourn the hearing for months. By the 3rd of 4th hearing of her not showing up they will seriously think about terminating parental rights.
I have had hearings just like this where the father showed up in court every time to advise the judge that he went to pick up the child's mother this morning but he found her with a needle sticking out of her arm and covered in vomit so he called EMS. HE wanted custody of his son. The court adjourned the hearing for 8 weeks to give the mother another chance to clean up- and gave the dad "supervised visitation" for 1 hour a week because he had been in contact with drug users (i.e. the strung out mom!!). True story and yes, the system is actually that fucking sick!

Yeah.
Guys, this all sounds really unbelievably bad, but it's true. It really is this bad.
A man is a hopeless drug addict - not only are the kids taken away, but he loses custody, CPS gets involved and IMMEDIATELY begins proceedings to terminate parental rights, and the county prosecutor brings a child endangerment charge.
A woman is a hopeless drug addict, she has to be literally homeless, jobless, destitute, and mentally ill before the kids go into the system. By 'homeless', i mean doesn't even have a car to live in. I mean is incarcerated.
By jobless, I mean hasn't had ANY kind of remunerative employment in 2 years.
By destitute, i mean literally has not even 2 nickels to rub together and who has completely exhausted access to every federal, state, and charitable social welfare program in a 100 mile radius.
By mentally ill, I mean poses an immediate threat of death or serious bodily harm to herself or others and requires immediate inpatient hospitalization, psychotropic medication, and physical restraint to control said threat.
She has to be that bad, and all four of those criteria must be present, for a court to consider that, yeah, maybe Mom might not be the best caregiver for a child at this particular time.

The picture OP posted is of the mom saying she is homeless. It is in that situation that the CPS gets involved. You and I know the number of women's shelters. Aid for housing. Et cetera.
