How did you know the manager spoke to your direct report? If he told you, you cannot raise this. Don't fuck with his loyalty.

Don't let it be known that you know. You need something to sew the seeds of doubt for these rumour-mills. In the meantime, make sure you are covering your shit with HR and procedures.
Where possible, have any interactions with this bitch (or anyone else you misstrust) either in view of all or with a witness. Keep notes of any suspicious interactions (time, date, exactly what was said, who witnessed it)

This may not turn into anything, but if it does, you need to be the man that has every fucking box checked and this person has just opened up their every little fucking move to scrutiny.

Echoing the thought to start looking for a new job. When they ask why, tell them the situation has created a hostile environment towards you and the HR and Manager have been complicit in creating it by not confronting false allegations and the method of their inquiries only spread and fueled rumors.

Then, steal any good employees to your new job when you get set up at your place.

You should read the 48 laws of power. There's a couple laws you broke here, and all of this could have been avoided had they been followed. A lot of the other advice in this thread could make things way worse.

I don't think your manager did anything wrong. She was appraised of an allegation and went to a neutral party to see if it had any merit. She was told it didn't and if she now drops it then she has done her due diligence. If you get the promotion I would start a fucking file on this crocodile tears bish immediately and as soon as I had enough to go on I would fire her ass publicly. 5 minutes late to work that goes in the book, lunch goes over - that goes in the book, any kind of under performance - that goes in the book. False allegations like false rape or how you demean women when she has never experienced this from you need to be treated like the cancer it is and cut out with clinical coldness.
