It really depends on the college. If you are attending a big state school with 20,000 people, you're probably more likely to spend time approaching strangers. At a smaller private college of 5,000 people, you could quite possibly meet nearly all of the quality people on campus through various social circles if you're involved in enough groups. When all your classes are 200-person lecture halls you're inevitably going to have to be meeting people out of class, whereas its easier to meet people through your classes when it's 50 or fewer people in a class, if for no other reason than you're likely to find yourself sitting next to the same people more often.

College social circles tend to be pretty tight-knit, especially among people who live on or near (within walking distance) of campus. You simply see your peers more. Not only are you spending more time engaging socially, you're often spending more time engaging socially with the SAME PEOPLE. As such, it's very hard to fake who you are. Instead of taking a pickup approach focused on "techniques," focus on self-improvement and "inner game" to develop good habits, create positive attitudes, and become a person of value. Summed up, the idea behind inner game is to be confident and high value so you don't have to act confident and high value. If you've got the time to read a book (and I'm sure you do), Mark Manson's "Models: Attract Women Through Honesty" is probably the best guide out there for inner game.

If you assume that people get more mature as they age (hint: they do), then statistically speaking, on average freshmen are the lamest class on campus. Hanging out with only freshmen makes you lame. If your schedule allows, try to take an elective that will put you in a room with upperclassmen. For example, I took a "professional communcations" course which is a requirement for engineers at my school. Most people put it off until senior year, but there are no technical rereqs so I took it spring of my freshman year, met a bunch of cool people. Failing that, find a campus group for an interest that you like. It could be something formalized like band or glee club, or it could be something as simple as a "film society" that gets together to watch movies every week with no commitment.

Consider rushing fraternities, even if you don't think you're going to join one, especially if your campus has an informal recruitment policy for greeks. Worst case, you spend the first couple weeks of class meeting new people. Frats get a bad rap, and some of them do live up the stereotype, but in a lot of cases they're just a bunch of guys who share the same interests and values (good or bad) and you get the benefit of having out more with upperclassmen who can be useful socially (parties, or at the very least access to booze) and academically (give you advice on professors etc). Greek life culture varies from school to school, so don't let associations from outside your school inform your opinion of local chapters. e.g. the Alpha Beta Gamma chapter at Harvard might be full of douchebags, whereas the Alpha Beta Gamma chapter at Stanford might be full of nerds. Whatever mental picture you have, it's probably not the whole picture, so go out and discover for yourself what it's really like and whether it's right for you.

You are probably going to get shut down most of the time. Go in not expecting anything. When things don't work out, move on to the next.

Work on being a genuinely good person and improve yourself. Good qualities are attractive and your reputation will probably help you the most when finding a decent girl.

If you didn't get girls in highschool, you probably won't get any in college if you're just starting out
