This question is asked a billion times every fucking day dude. You can’t. Every person and situation is a different. You’ll need to just brute force this through experience and assume regardless of her flirting or not, that you are trying to be purposeful in setting yourself as a confident attractive man people want to date.

Outside of consent and respecting rejection, it doesn’t matter what she is doing. You’re on your own path. Who cares if she’s flirting? Most women dont know how to flirt anyways.

When you become in a dialogue with a female, you have to be prepared to move forward. I obviously do not know the details of your communication with women. Regardless of whether your communication is text, IM, phone conversations or in person, you need to be able to build on the conversation to gauge her level of interest. Body language, eye contact, touching you are all signs there is a level of trust and interest. Simple one you're in a situation where you are having a conversation with a woman, you see some signs that she maybe interested in you. Find something that (and obviously you have to have some personal knowledge of the item or topic) she apparently enjoys. You see she's drinking an iced coffee that she purchased. Begin asking questions and expressing interest in what she likes. You can then relate that back to yourself. Craft beer, hobbies (hiking, going dancing, movies, music) once you establish this common interest, you can move forward into, why don't we do this together.

So what i do is stare at their eyes if I feel like they are into me. If she blushes and looks away nervously she’s probably into you. If she’ gives you a stare back like wtf are you doing she’s not. So yeah just smile slightly and make her hold your gaze

Fun fact, you're not supposed to care, all you should bother on or about are the moves you're making. There's literally no way to know how women feel about you with certainty unless she outright says it with her own voice.

Run 3 compliance tests. If she complies to 3 tests, then she likes you. The bolder the compliance test, the more likely she is interested in you. An extreme example of a compliance test is to kiss her, and she kisses back. While a more safer compliance test is to compliment her on, say for example, her necklace and telling her to lean forward so you can get a better look at it. If she leans forward, she passes 1 compliance test. These tests should be like a ladder. you start with a simple, but safe one. Then you move on to a little bit of more of a bolder test. Here is an example:

Let's say you are in a coffee shop, bar, whatever. You chat, run your game, blah blah blah, again whatever.

First test: I like your nails. May I take a look? Put your hand out and palm up if she give your her hand, then she just past the first test.

Continue talking, blah blah blah.

Second test: You put out your hand for a high-five. She high fives back but you interlock you fingers. If she does it back, then it's another past test.

Third test: Don't let go of that hand. If she doesn't pull away, then she just passed your test. And guess what? Your already holding hands. If you can hold hands with her, you can kiss her.
