Rejection is scary, but you need to take risks to get what you want. Just be direct with him and hopefully it works out. Not what you want to hear, but it's the best option

You are young so it probably doesn't seem like it, but if the guy is attentive at all, he likes you at least a little. You would be surprised at how much a straight forward, "hey, I like you" at the right point in a conversation will push him in the right direction. Just wait until you guys connect on something you both enjoy or when the convo gets a little deeper so it's not out of the blue or weirdly timed. If not, at least you know. You're 20 so it doesn't matter anyway. Live your life and if he wants to be in it, let him know he's welcome. Young guys that don't have game, are extremely dense and self conscious about things. He will wait for you to drop clear indicators and even still, he might not make a move cuz he's too timid. You are clearly just playing the same passive game, waiting on him. Someone's gotta get moving before you're both over it. Plus a confident girl is sexy AF for most guys.

Also don't smoke weed with him in the short term. it's great when you're comfortable with someone, but when you're trying to get to know someone, it really impacts your ability to create meaningful conversation. You both likely use it as a way to take the nervous edge off but it's so counterproductive to getting beyond that smoke buddy stage.

What are you actually doing besides being friendly with him? I know that's what women commonly do when they're interested in a guy but from our point of view, it looks like you're constantly bouncing back and forth between "we're just friends" and "why don't you get my signals, you idiot?" That's why we don't get your signals. You're flip-flopping instead of being interested all the time.

That kind of inconsistency turns me off, personally, because it makes me think you aren't 100% into me = not sure about what you want.

I'm going to be 100% upfront with you if you don't explicitly state you are interested in a guy it does not matter how obvious the signs you think you're giving out are he can miss every one of them. Invite him into situations where it's just the two of you, keep strong eye contact with him as much as possible, and become very touchy with him, long hugs, sit right next to him, lay on his lap if you can etc.

Send out STRONG signals and basically behave like you're already his GF. He should get the signal.

Ideally the more direct you are the better, and if you can make a move do it. But if you're shy just drop strong hints.

Indirectly, you can like sort of grab his hand or jsut straight up ask if they want to hold hands if the setting is appropriate. If he reciprocated you can move up to like leaning on him, hugging, cuddling.. etc

At SOME point you’ll just be confidence enough to ask him out :-)
