While you will surely get some good advice here, you should probably remember that guys aren't experts in what they want, just like women aren't experts in what they want. That being said I don't think it's as bad with men because they are simpler (no offence intended).

I totally agree.
For instance, many guy redditors say women should be more forward but the truth is that many guys are taken aback (or even put off) if a girl is too direct. It all depends on the situation, of course.

men and women's humor tends to differ. Studies have shown that men go for the most laughter out of the group and women try to make it funny for everyone... or at least thats according to QI.

Emphasize your looks in every way you can. Or, if you are average or below, specialize and be unique. This cannot be stressed too much. Very important.
Depending on your personality, be energetically flirtatious, and indicate your interest at an appropriate level, this will generally encourage the guy if want the interaction to go continue.
Be interesting, offer conversational value. Don't give straight answers. Leave hooks, mystery, and demonstrate status.
Use your femininity...ex drop your purse nearby a guy and get him to pick it up for you and start a conversation. Be admirable and cutesie if the situation calls for it.
Most guys are not alpha. They will not read you the way you think they will. They will not approach you. They will not ask you out. But they want to. Significantly though, many guys are actually guys you would really want to date. Use this. Keep this in mind.
The number of 'hints' you give is waaaay too low. You have a lot more leeway for approaching guys than you know. Guys tend to love it when a girl approaches and starts something.
I had a girl once (like, truly model gorgeous) drop me the following hints throughout multiple interactions: I'm single. I think you cute, and funny. What would you do if we were drunk at a party together? And finally, and most embarrassingly, I'm naked. It wasn't until this last remark that I knew she was interested, because back then I was so inexperienced, and I wasn't sure if her and her bf and broken up, I didn't follow through. I didn't realize that even if you are a broke college student (and she is a model who drives an Audi) who is good looking, smart, charming, who knows the game, which I am and do, you can date this amazing girl. Still shamed by this experience..but motivated to do better because of it. But seriously, you can drop waaay more hints than you think you can without losing your guile. Perhaps the hotter you are, the more direct you can be. So get hot, or specialize.

Be hot, get mildly drunk/high, and ask your friends to help you hook up with a guy you like. It's worked for college girls for hundreds of years.
If the guys at your school are shy/weak, hunt elsewhere.

You're a girl in college. Getting guys is ridiculously easy. If you're going for a particular guy, just talk to him flirtatiously a couple times and then make an excuse to go to his dorm room and then make out with him.

Why are you making it complicated for yourself by being old fashioned? Are you really old fashioned or just shy? The reason why you see so much advice for men instead of women is because for men to get women is hard, which means that statistically, for women to get men is easy. Just go for it and you'll very likely get it.

I don't have a problem with asking a man out or for his number. I've done it before. Generally, though, the opinions that I've heard are that the man likes to do the chasing, and if the girl asks, he's likely to lose interest more quickly.

Of course, asking a guy out is not the same as asking a guy to have sex, but nevertheless, you may want to consider what's more efficient. Take the leading role and scare a few, or wait for a few to have the courage to ask you out.
Display higher value, Physically and socially. When I go to a party I scan the room for eye's. Even shy guys give eyes, sadly they probably wont do much about it. Best bet is to get a wingman (guy or girl) and start chatting up the room, look for IOI's and take a step forward towards making a connection with someone. Do this like 15 times and I bet one of them will take you out.
I laugh because like most guys, my IOI is checking out T&A while I think a girl isn't looking, which conversely must be pretty obvious.

A lot of the concepts apply to men too. Kino works. Social proof works. Playful teasing definitely works. Men give IOIs. Build attraction, but don't show your hand until you know for sure they're gunning for you. Shy guys are easy, have fun with their awkwardness and they'll love you for it. It's gonna be so fun.
EDIT: If you want to be chased, just open them then leave. If you are cute they will follow you like the dumbfounded puppies they are.
Also, I don't know how attractive you are, but there's a chance they could be intimidated by you. Be friendly with everyone and seeing how comfortable you are just might give them the confidence to talk to you and not be a nervous wreck.
