compare the two:
you make eye contact with someone who is already smiling and they maintain the smile
you make eye contact with someone who is not smiling and a huge friendly smile lights up their face
which one makes you feel better, which one would you be more attracted to?

The second one, but the problem I am having with it is making myself smile before the eye contact ends (because most people quickly look away)

Once the conditioning comes in. You will be able to get the eye contact and simultaneously or within 0.2 seconds bring up a genuine smile that will brighten up the gal in which turn will feedback to you and make you feel confident because you just made a HB reciprocate. Right now, your reaction is still slow because you're still developing it to be a natural thing.
Yes I've been there and still not reactive enough at times depending on my mood/day. However, i am at the point where great eye contact and a genuine smile between a random lady hugely makes me feel great that lasts the whole day. In fact, because it makes me feel good, i tend to always do it for that small little interaction.

That's exactly it if you're an American. In most other cultures greetings are ingrained into you from early childhood, and it's just rude not to acknowledge the other person in some way.
Be careful about coming across as a creeper. Seriously - do you know how heavily women are propagandized by rape/sexual assault scares? I don't know very many young women who don't carry pepper spray. And for all she knows, you're just some creepy dude trying to follow her home.
So be courteous. Give a quick, confident smile - smile with your eyes - and try to have a sincere, friendly mindset. After that just let the moment go.

I live in the netherlands and I laugh. Make eye contact, nod and say hi to nearly everybody I see when bicycling.
It's even common on school, if you make eye contact you say hi

It's only an indicator of interest if they look away and then look back shortly after.
The idea is that no one is going to give you a second glance if they are not interested in whether or not you are still looking.
Some who are interested might not look back a second time, but few who look back a second time will not be interested.

Don't just stare at people and hope that when you make eye contact, it'll work. You should approach them first and use eye contact when communicating.
If I am in public and some random person looks at me but we haven't talked or anything, why would I hold eye contact? That's just weird.

If she looks away and giggles you then start talking to her. "what are you giggling at miss?" or something along those lines to kickstart a conversation.
