The first step is to get their attention, this depends on the situation. But it generally comes down to reading body language, figuring out an introduction and deciding when it is the right time to approach. The hard part is figuring out what to say. You could make a remark about something in a way that leaves further conversation open. Like, ‘I see you’re looking for protein bars, do you go the gym as well?’. Just try to wait for the moment when they are open to talk to you, so when they’re not busy. The second step is to make yourself appear likable, so make a joke or something. After that ask some questions (not too much) and let the conversation play out naturally. Finally, make sure you have their name or number or something and vice versa, because then the other person knows you as a person and not as a stranger. Finally, make sure to leave the conversation before it becomes boring; so you don’t come across as clingy and boring.
For example: hit the person in the face as hard as you can. Say ‘I’m hitting on you’ and wink twice. Then ask ‘did that hurt?’. Now you have something to talk about. The person will find out what your name is when the police arrives, so don’t worry about introducing yourself. The police will take you away and this will happen at the height of excitement. Now the person will associate you with that feeling and never forget you. Also don’t worry about being clingy, after this the law will help you with playing hard to get for the person.

Read the signals if the person is interested in having a conversation. It's more of a skill, you need to rise your alertness and recognize emotions. Don't waste their time, get to the point. Read their emotional state to prolong or smoothly end the conversation. Feel the vibe if the person is eager for long/short talk or even to get approached.

If you can come up with something situational, that’s ideal (ex: you’re at a concert and you ask her what her favorite song by the band is). Otherwise, what works best for me is just complimenting something she’s wearing.

First thing you want to do is build rapport. That just means getting on the same page as them or seeing eye to eye. You build it by pointing out something obvious or taking notice of them. When you hear someone say "Nice weather today, isn't it?" That's them building rapport. If someone is wearing the same color as you, you could say that you're both red/blue/green (st patricks day?).
Once you find something you both can agree on, you can ask them a question.

No, you don't like their shirt unless you are a designer, do not think to approach by a group of friends because it is almost impossible (you must be good-looking for a straight success or you need a very good attitude and charisma).
Polite way to start talking: "sorry.. just a quick question... I left home my glasses, how much does it cost this protein bar?" - actually you are pointing with your finger to a bar of chocolate... (now continue as you wish because the girl must have a slight smile on her face)
