You have to get her used to your touch. There's a ladder of progression. From a simple shove on the shoulder when she says something funny, to a hand on her lower back to lead her to the other side of the venue, and eventually moving your face close to hers just to show her something on your phone. I even love getting to the point of just grazing my lips against theirs without kissing.

So instead of her thinking "is this guy going to try to kiss me" she'll think "why won't he just kiss me already." Use push/pull. Hot/cold. Back and forth. This all raises the tension.

You're getting girls over to your place and they're not wanting to have sex? Maybe try to chill out a little but still go for it while you two are hanging out.

Other than that, escalate by asking her on instant date, bounce somewhere else, hold hand, kiss, or get number if nothing else.

EDIT: If the problem is that you're not kissing them or trying to take their pants off (as long as they want it), then you need to start doing that. If you're too shy to kiss her, start by holding her hand. If too shy to do that, touch her shoulder. Start with the easiest thing possible for you to do and work up.

Are you just chatting at a bar, or sitting together making out on your couch at your place? Are you talking to them at a party, or laying in bed with them still clothed?

Either way, the name of the game is escalation. If you escalate properly, sex should naturally happen. If you're waiting for the right moment to kiss, you have to create a situation that gives the opportunity for one.
