Specifically for seduction, what is the right way to touch.

I have a problem touching people, even guys, it feels a bit off. So as much as would like to feel her skin or just show affection it seems a bit awkward.

I assume that if a girl is not interested i just shouldn't touch her at all, but if we're both laughing and having a good time, is it weird if I touch her?

As you can see I'm clueless, I appreciate if anyone could help me out with this, it's even better if you are a woman.
