Well, be socially non retarded and figure out if the girl doesn't want to be bothered. If she has headphones on, is staring at her phone or laptop or is otherwise making herself unavailable. People have naturally occurring conversations all the time, any place. Think about how this happens and try to make your approach seem almost like a chance encounter, or at least as close as possible if you can....and either way make it fun.
