I don't really get the either. If it's a cold approach at like a bar or something...I don't see how you don't. Sure, don't say they're beautiful or something desperate like that...but how else would you open? "I noticed you and wanted to meet you" is the most non-compliment I can think of, but its still a compliment.

The best advice I can give? Try both methods a ton and see what works best for you. You'll eventually develop one that you prefer.

Just do whatever is appropriate and natural. you don't need to lead with a compliment but you can. Everyone likes compliments.

You could lead 100 different ways. Don't people know how to have a normal conversation?
