The main problem is most girls don't go for foreigners because Japan is a deeply racist country (I am part Japanese). You have a minority (mabye 5-10%) who really like foreigners, which is why gaijin (foreigner) bars, and tinder work well, because supply and demand is good. I'd suggest these. However, if you go try to pickup in the train the foreigner aspect might work against you, unless you can get a "novelty" fuck. It's kinda how some girls in the west have a black male fetish, or yellow fever for guys. Another problem is a lot of lower value white guys came to Japan to play up the novelty factor as English teachers in the 2000's, which resulted in a term "loser back home", which is kinda a meme among Japanese girls. There is also a huge culture difference in Japan. For example, asking them to have tea is the same as asking them if you wanna bang, being too dominant makes them run away, they like prettier boys, height and muscle pay off less, and they look down on non-perfect Japanese.
