Yes this is a form of push and pull.

Be careful with the "insult" it's not so supposed to be a direct insult.. it's more like playful teasing

Your example only really works if the girl has somewhat interest in you or at least would care what you think of her

Like when you flip the script and think about the world where your crush texts you if she's been meaning to ask you a question, you might get butterflies because your mind tries to work out all the scenerios of what could the question be. But if someone you dislike texts you that, you dont care and it doesn't ellicit any emotional response.

So pretty much if you don't have any premise with the girl yet, this won't really work and you need to go more direct first

To the people reading, is the example a good thing to do? I did something similar, as in “can I ask you something?” and then after she says yes I say something like “did you get a haircut” or something along those lines.

In my head it probably makes the girl overthink it herself, ideally, but I’m not sure whether it’s a good thing to do

You can also do push/pull with your body language.

Pull: you grab her hands and start dancing with her.

push: you let go of her hands and take a step back.

Pull: You look right into her soul while standing in front of her

Push: Turning your body away and looking a bit bored or distracted.

Etc.
