Be honest about wanting to date around. Sure it will cut back on the number of potential prospects but it will also cut back on the number of issues you could have later on.

If you act like a bf would, you're either going to have to sit her down for a heart-to-heart at some point, or you're going to have to deal with the explosion when she gets sick of the conflicting messages.

If you act all along like a fun guy that just enjoys casual sex, you'll fuck fewer of them (because some of them won't be interested in that arrangement) but there will be fewer meltdowns because the girls that do sleep with you will be the ones that are cool with it.

tl;dr: Deception causes drama. Don't imply more than you're actually offering.

If you are authentic in action and she's interested, she won't care what you call it. All this stuff about "women wanting this or that" might apply to the group as a whole from a statistical perspective, but doesn't mean jack shit to the woman in front of you who you want to ask out.

If you are looking for FWB, the method is still the same. Meet lots of people, escalate, be authentic and up front about your desires, and cultivate value in the relationship. I don't care if you're not "dating," what you do with other people is a relationship, whether it's sexual, platonic, adversarial or whatever.

You should approach them, cultivate attraction by escalating and being fun and providing enjoyment through your own enjoyment, and you should let her decide whether she wants to stay or go because that's what will happen anyway.

I keep it fun and flirty and always drop hints about other girls - not in an asshole douchebag player, but in a jokey fun cool guy who has other girls in his life way - avoid saying anything that will make them feel like whores - do not sleep with them until they get the idea.

Ask them to have a drink or something. That doesn't mean it is a date. I sure hope to God you aren't cold texting them or calling them with 'do you want to hang out?' If you are, you need to take more control and be more direct. You're confused because you're confused about your intentions. As you've found out FWB usually burn out, so they aren't really 'friends' of yours. They are fuck buddies. You need to approach these girls as that: fuck buddies, not 'friends you have sex with'. Fuck buddies are not friends. They are people who exist for one purpose: sex. You do not depend on them for advice or support. You don't 'hang out' with them if you do not want to have sex.
